Using up 17% of the cap on two players who are already past their prime and are under contract till after the next Presidential election is an objectively terrible idea.
I interpreted the thread title as the Las Vegas management literally using CapFriendly to try and get their perspective plans together.
Ducks either get Bieksa to waive his NMC (they asked him to do so already) or buy him out. Then protect Getz, Kes, Perry, Silf, Cogs, Rakell, random forward and protect Lindholm, Vats, Fowler, or if we end up trading one of Vats or Fowler, they protect Manson instead.
Manson is the most likely to be taken. There would be no reason to leave Rakell or Cogs open to be drafted. Just takes a little common sense to figure that out.

Sabres won't expose Jake McCabe. They'll protect him, Ristolainen, and Bogosian. Kulikov is a UFA at the end of the season.

Vegas did hire the guy that ran General Fanager, which also had this kind of expansion draft simulator.
