Because teams don't like drafting players whose development they don't have control over. If you know a Russian player won't be able to come over for 3 to 4 years you have to trust that the KHL team will develop him. Some teams aren't comfortable with that gamble. Look how quickly teams are bringing over players from other international leagues and putting them in the AHL now (Nylander, Fiala, Ratanen, Vrana, Kapenen, etc), and NHL teams have a much better relationship with Liiga and SHL teams than they do with KHL teams.why was he taken so late?

How likely is it that he slots into a top 6 role with New York next season, if he does indeed sign an ELC? Love this kid, and excited to see him in NA.

Unlikely. Our top 6 of Brass, Step, Kreids, Zucc, Nash, JTM is pretty solidified. If someone gets traded, with Nash being the most likely candidate, maybe there's a chance for Buch to play in the top 6, but there's also Hayes and one or two others who might move up before Buch does.
He should be on the third line if other factors weren't in play, but where he plays will likely depend on his line mates. If we can get a Russian forward to help Buch out with the NA transition, he'll likely play with that player to start the season, whatever line that player is on. Kind of similar to the Panarin-Anisimov deal.
Then again, AV is so unpredictable with young players. I have no clue what AV will decide to do. He might decide to put him in the top 6 right away or might sit him in the stands. We really just have no clue, but we are hoping that AV stays out of his way, and just lets him play his game.

I used to have a problem with skilled rookie kids playing in NHL and not playing top 6 mins, until this past season. Winnipeg played Ehlers the majority of season on the 3rd line and some PP time and he learned the game. By seasons end I found him to be Jets best player some games and he improved a ton and played a lot of #1 line and top PP time
I have no issue what so ever playing Buch in bottom 6 to start his career

This, the traditional top 6/bottom 6 role is dying. In many ways teams now use one of their top 2 lines as their shutdown line, allowing the 3rd line unit to be somewhat sheltered. Another example is how Hitchcock dealt with Fabbri in St. Louis. I think he's done a good job easing him into things on a team that doesn't need a young prospect to be their offensive savior.
Ranger fans would be good with something similar for Buch next season, but AV has a questionable track record with young players in recent years. Some play right away and play a lot, like Fast and even Skjei with his usage in the second half of this season, but others like McIlrath sit in the stands all season with Dan Boyle playing terribly all season and Girardi playing through a cracked kneecap when he should've been resting. Other examples are Oscar Lindberg sitting nearly every game towards the end of the season when players like Glass were in the lineup or Marek Hrivik coming up from Hartford and being excellent for a few games, reinvigorating the fourth line only to be sent down a few games later and then the fourth line struggles.
Not to mention he's had no problem publicly calling out younger players like JT Miller and Kevin Hayes in past years, but doesn't really do that with veterans.
Thats just not true. The coach gave preference to NHL players, which is why players like Burmistrov, Kalinin, Plotnikov are on the roster, even though they aren't any better than players like Buch and Gusev. Plus the coach has a few KHL players who play more of a grinding game like Telegin, Lyubimov, Shirokov. They are likely on the roster to fill out the bottom six, and give the team 4 conventional lines instead of just the 12 most skilled forwards.
He was also injured, recently got surgery, so for all we know he might've been on the roster had that problem not occurred. He was called into the initial training camp, and abruptly left like a day or two in, likely because of his injury.
There's no reason to make it seem like he's worse than 13th forwards in the NHL, and career KHL bottom 6'ers.
Would he have gotten a promise from NYR to be playing in NHL?.. Or is he happy with nhl or ahl
I know elc's can be either or but I also know some big named guys once they finally sign want a verbal agreement tjat it's NHL definately

Actually, everyone has the terms of the contract on hand. Contracts are standardized and included in the CBA, especially ELCs.
There's nothing that a player can include in their ELC to force the team to play them in the NHL. It's completely up to the team to assign the player where they choose unless the player has an NMC (which you can't earn one until your UFA years).
Rangers can play him in the NHL or AHL as they please. They might have a handshake deal that they give him a shot at the NHL but nothing in stone.
Buchnevich can return to the KHL rather than play in the AHL.
