The thing about Wilson's play on Panarin is that it wasn't a clear headshot.
Was it just as bad, if not worse than Kadri's play? I'd argue yes. But the DoPS and Parros can use the argument that it was a 'hockey play' since there is no precedent set violently tossing a player to the ground, and we all know that they also use injury for determining the severity of the play as well. Panarin looked fine afterwards and there wasn't any indication of Panarin being injured until the next day (IIRC) and after Parros already viewed the play. If Panarin was writing in pain or limp on the ice, Wilson would've got suspended.
Kadri's hit was a headshot, clear as day and they had no choice given Kadri's history and how they've dealt with those type of clear headshots in the past. Yes, they've missed plenty of other headshots throughout the season (Byram getting headshotted, or more recently Jost on Bortuzzo). But I can see how they can say those hits are in the gray area - there is no gray area in Kadri's case.
I agree with some of this, but it's hard to argue it was a hockey play when it was after the whistle and he slammed a smaller, helmet less star player to the ice on his head and ended his regular season with a concussion.
Especially when they claim to be concerned about player safety and concussions in hockey so much that they make you skate to the bench when you lose your helmet now, and Wilson had the same number of prior suspensions as Kadri when he did it.
If there should be anything they're trying to get out of the sport it's that play. The back of the head is the most vulnerable part of your body. Panarin easily could have lost his life there.
