Theres always a GM who's desperate and/or willing to throw money at free agents. I'd never rule out teams like NYY, Boston and the Dodgers.

His 2017 season was pretty comparable and he was essentially a Gray/Stroman level pitcher from 2015-2019. I think his contract's AAV will settle in between McCullers and Wheeler. I'm not sure if he'll get that 5th year though.

If you could front load the crap out of it I would be okay with 5x 100.

That would make a lot of sense if you back loaded deals on the younger position players who'll need contracts in a few years. It sounds like Shatkins have the go-ahead to spend, but its Rogers, so I won't hold my breath.
