The Hall of Fame is well within its rights to induct Rose if its management so chooses. The ban on inducting players on MLB's permanently ineligible list is a Hall rule and not under the jurisdiction of MLB in any way (the Hall is its own entity, owned by the Clark estate).No league holds a petty grudge like MLB.
