It's not about what's "fair" it's about making sure the millions (billion?) of dollars that the league is making from gambling is not compromised in any way. It's kind of ridiculous but makes sense when you realize this whole league is just a big attention suck for the purpose of showing you ads / getting you to gamble / buy tickets and merchandise.1. Don't place a wager at work, it's not that hard.
2. 41 games is way too harsh for someone who violated rules but did not bet on hockey. I think 25 games is more appropriate for something like this.

Pinto won’t be eligible to play until Jan. 21 against the Philadelphia Flyers, but there’s no way he’ll be ready to suit up in that game. Pinto will have to spend time with the club’s AHL affiliate in Belleville before he can even think about returning to the NHL.
