None of the NIL contracts, etc can prevent the voluntary opt outs right?

Functionally correct, yep. NIL collectives can't technically do this. But they can offer money to players without explicitly spelling it out. I's generally only the early round guys that do it, though. That makes it cost prohibitive to do so for even one of them when you can just offer the same money to multiple kids to play entire seasons.

There’s a noticeable gap in their model with Michigan & Georgia then everybody else. The next tier it’s pretty close together 3 to 8. Then it takes another noticeable drop.

This is the best public representation we have of what the "best team" is. SP+ is a consistent positve EV wagering metric.

If you really want to do best team, Oregon and Washington didn't have to play. It was impossible to close that gap in one game.

You’re getting a crash course on who really controls this sport going forward today (ESPN & Fox). It’s ESPN pulling the strings today in sake of tv ratings but Fox will do when they get playoff games later too. The two of these entities want to dismantle the college landscape into two big conferences while trimming all the fat as soon as possible.
 
FSU probably has the chance to make the strongest case for 'AP split champion votes' of any team that missed out on the 4-team playoff. Playing against Georgia who just lost a 3 point game to Alabama when they were undefeated the entire season and ranked #1 is probably the strongest opponent ever for an undefeated conference champion that didn't get placed into the top-4 by the bowl playoff committee.
