Even look at the Spurs. The Spurs had to go "Moneyball" and find talent outside the States to succeed, else they'd be middling. They scouted Tim Duncan, Ginoboli and Parker. Now that all retired the Spurs have badly struggled since. They're basically tanking for that French kid

I can’t believe your argument for settling for mediocrity is, “well they can’t buy every player so how do you expect them to compete??” I dunno, maybe draft better? Make trades? Sell when it’s clear you’re not good enough and use those assets to try and get better?
