Absolutely agree. What I'm seeing is someone who - when on the ice - cannot effectively support his forwards and doesn't create good enough scoring chances. Most likely the low on-ice shot % is due to his teammates shooting from low-scoring angles and therefore not being able to generate enough despite being on a Stanley Cup contender team.on ice shooting% = total on ice goals/total on ice shots
Of course this can be isolated to any/all situations.
