It's Quebec, Canada, where hockey is the national game. The province already has to prevent itself from being burnt to the ground whenever the Canadiens get eliminated in the playoffs. - to genuinely engage the NHL viability now that a couple decades have passed
- to pretend they are testing the viability and shut up the people who want an NHL team in Quebec.
