Kapanen, Dermott, and Liljegren for Doughty. Blake asks Doughty to waive for this trade and lets it be known he has a deal already in place. That puts a ton of pressure on Doughty, who says he is all about winning, to accept a deal that returns him to Canada and the Toronto area.
You continue the tank this season, while trading Carter, Muzzin, and Martinez for whatever you can get, and hopefully draft Hughes or Kaako. Maybe Vilardi makes a full recovery, and the rebuild is in full swing.
Oh, and if you have to do it to make it work for Toronto, you take Hainsey off their hands.
I don't see the point of moving Doughty. He is not in his mid to late 30s. Nowadays, rebuilds are relatively quick (2-4 years maybe). Doughty is only 28 and I can see him being a high level defenseman even past 35. By the time he is 30-32, the Kings can be back on track if they sell the right players, and draft right (and get lucky with the draft).
What we need to do is load up on as many 1st rounders as we can in this deep draft. I think players like Muzzin, Carter, and Toffoli could fetch 1st rounders a piece, if not more. If the right trades are made, we can have four 1st round picks in 2019. That would be huge.
Edit: I also note that we are unlikely to draft a defenseman like Doughty in the next 10 years. Might as well keep DD. Elite defensemen like that don't grow on trees.

I think the Kings need both quality and quantity, which is why I left Marner and Nylander out.

No worries, we are just spit balling throwing out ideas here.Perhaps to Colorado for Ottawa's first, Tyson Jost, and Sam Girard. But I haven't looked into it a ton.

I’ll hold judgement until the deadline. They are committed to Kopi and Doughty. It’s what it is. I thought this team would at least contend for a playoff spot. Of all the players with a NMC I think Kopitar would be the least likely to waive this season, or in the future. He just seems content. At this time he has a full NMC, but in 2020-21 he must submit a list of 7 teams to which he would be willing to be traded. Blake should ask for the list on July 1, 2020.
Doughty appears to have a full NMC throughout the length of his entire contract.

Dustin Brown must submit a list of 8 teams to which he is willing to be traded. That clause is in effect throughout the remainder of his contract which expires after the 2021-22 season. I can't imagine a contending team taking on Brown's contract unless the Kings retained some to the cap hit. Brown would have real value as a top nine winger for a contending team at $3M a season with the Kings retaining $2.875.
Surprisingly, Nate Thompson has a limited NTC for this season which requires him to submit a list of 10 teams to which he is willing to be traded.
IF, and it's a huge IF, there are any teams on any of these guys lists that might make a play for them, the Kings should not worry about salary retention as they won't be contending for a few years. Players could sabotage their lists by submitting teams that have no use for them. For example, suppose Brown's list had Toronto, Florida, Tampa Bay, Boston, Nashville, Chicago, Pittsburgh, and Washington on it. Would any of those teams be interested in Brown? I doubt it.
