I’m pretty sure nhl athletes have some kind of morality clause in their agreement. Just dismiss all 8 players summarily - cancel their contracts.
The issue is there's no way to find out who the 8 players are because the victim herself never named them.
So unless a player comes forward and says I was one of them, it's impossible to know.

It took a reporter breaking the story years later for us to know that the largest hockey organisation in Canada, publicly funded, paid off the silence of the victim, pressure from a marginalized opposition (The Bloc) until the story started picking up, more pressure until weeks later sponsors are starting to realize this won't go away.
Meanwhile, we have dicks playing devil's advocate on social media and forums, pontificating about the importance of preserving our obviously broken justice system and sharing other pearls of mysoginistic wisdom.
It's safe to say that a blanket statement such as "society supports the victims" doesn't pass the slightest bit of scrutiny. Pull your head out of wherever place you shoved it and take a closer look at what's going on. We're seeing cases like this all the time, especially involving powerful, priviledged people getting away with awful behavior, usually thanks to intimidation, money and the general indifference of "society".

What more should Hockey Canada have done? Fight her in court rather than settle?
Now, a government can subpoena witnesses, but I would imagine (not knowing Canadian Law) that the NDA would hold up unless it is a criminal proceeding (grand jury or trial).
So, I wouldn't imagine them opening up the factual basis for settlement (there are dozens of worms whose cans I did not mention) beyond where the money came from, and that information can be obtained solely from the organization.

(They could say something like : if you cooperate willingly to our investigation, your contract won't be terminated by the league, but the NHL absolutely cannot strong arm a team to not terminate a player)

There was a similar case in Finland a couple of years ago with Brazilian national volleyball team. They all got sentenced 1 - 4 years in prison. I'm not familiar with the American legal system, but if that happened in Finland it does not matter if the victim is paid and makes an agreement. You cannot settle this kind of crime between the parties. In this kind of criminal situation the first day it appears in newspapers the public prosecutor would order a police investigation and after that there would be a trial and after found guilty for the deeds the boys would spend a couple of years behind bars.

They closed it without charges, which means either they investigated and found nothing, or the complainant refused to talk/cooperate with the police so there was nothing they could even investigate.
