Ultimately, yes. But it's a massive indictment on the player and his character, to be completely honest.

MacKinnon, 8 years.
Rantanen, 8 years.
Makar, 8 years.
Pasta, 8 years.
Tkachuk, 8 years.
Stutzle, 8 years.
Caufield, 8 years.
All of these other superstars jumped at the chance to commit to their teams and all of them are making less than what the Leafs will offer Matthews in a fair deal. It's absolutely unfathomable that we're the only team who's top players aren't willing to commit long-term and for sustainable cap hits.
So, yes, this falls on management, but if Matthews says, "I want $14 million x 5 years, no wiggle room" how is that all on management? If you give Matthews that kind of scratch, you immediately have to trade players and weaken the team around him. We can't win more than 1 round with all these players and we'll do even worse with less depth and quality pieces.
In that case, all the Leafs and Matthews are doing are signing up for 5 more years of disappointment until Matthews ultimately leaves or gets booed out of town for being selfish.
