If it's on a breakaway whoever gets fouled has to take it. In the situation where the net gets lifted like that it's anyone who's on the ice.

I think it should be whomever the team wants just like in futbol.

Or at the very least give the team the option between PS and PP.

Imagine having Olofsson take a PS in a crucial game when the PS is a marginal call.

A team could also prefer the PP to kill the clock late in the game.
