I think there are lots of reasons... the one I barely see and I think has the most impact is the goalie equipment reductions. They've tweak the leg pads and blockers a lot over the years. But the new chest protector and pants that came along in the middle of the 17-18 season is where it really jumped. The NHL went from a 2.7 GF/G rate to a 3+ pretty much overnight. We've added about another .1-.15 since then which is mostly a result of more penalties called and a slightly higher effectiveness on the PP.
