The national federation has to pay the insurance. And the reason the Elias Petterson insurance issue made news is because the Swedish federation deemed his insurance too high for them to pay. Yeah, they basically told the player, "You break our bank, so we can't have you." Crazy, I know.
The reason Finland got Laine - and now Rantanen - is because they were willing to cough up the cash, no questions asked.
So it's all about the frugality of your national federation. And, frankly, the Swedish one is probably still in the minority in this, and shouldn't be extrapolated to concern the other teams. At least we Finns don't have to discuss the issue, since of course our press asked our federation suits about it when the EP news broke and if it would stop some Finnish star from joining, and the response was basically, "Lol no, we don't get guys of this caliber all the time, so of course we'll pay it."
So, unless there's a concern that the Czech federation isn't willing to field the costs of their top shelf names, the Czech fans shouldn't sweat about it.
