If it's PR fluff, then they're rebuilding, even if they don't use the word - the whole purpose of the fluff was to reduce expectations and justify trading JVR and anyone else they can at the TDL.

“First step” is such a vague phrase that can mean many things. A rebuild is an asset management thing. They haven’t shown that part at all, which means vague coach speak phrases are meaningless.
I pity the people who are too naive to see a PR money grab play for what it is.

1. Theyre still trying to walk that tightrope of appeasing the older STHs with the "lets get the flyers identity" back bs... but also throwing the other fans a bone of alluding to a rebuild but not committing to it.
2. They know both sides of the fanbase do not want to hear anything from chuck.
Really begs the question of why is chuck still here if clearly firing him would universally be applauded across the fanbase?
