It’s certainly possible. Charlie & ASF have both said on their podcasts recently that it is a possibility as the option is on the table on the possible outcomes from those involved with the situation.
The other interesting thing Charlie mentioned on the latest BSH is that apparently the Flyers have considered a rebuild, but it's just not feasible with the roster and contracts they already have.
If you mean by a rebuild, you trade the veterans, accumulate draft picks and draft high for three to four years, yeah, that would be difficult, you'd have to sell players for pennies on the dollar.
