My only thoughts on this are:
1. A lot can, and will change, over the next year-and-a-half with respect to the Russia/Ukraine situation (and the situation within Russia itself).
2. If the organizing bodies insist on Russian players participating in the tournament, even under a non-Russian flag/name I'd expect substantial push-back from other European hockey nations like Sweden, Finland, Slovakia and Czechia (and Denmark, to the extent they're invited) against their inclusion...so much so, I'd have substantial doubt the tournament would even proceed. So, do the organizing bodies insist on a Team Not-Russia participating, or take what they can get with U.S., Canada + 4 or 6 European nations?
3. While I'm strongly opposed to Russian players participating in any World Cup (barring an end to the war, removal of troops from Ukraine, war crime tribunals, etc, etc), I suppose that if they do participating they should be confined to one team, and not some 2016-style gimmick team...in that respect, it sounds like what Daly is proposing makes the most sense in order to preserve a "best-on-best" style tournament.
4. I know of some Russian OHL players that have been unable to secure passports to play in Canada for the upcoming season. At this point, I don't think any of us understand the ramifications of possible further sanctions on Russian nationals by the Canadian/U.S. governments.
All to say, at this point I doubt the tournament will proceed as currently contemplated.
