You nearly certainly would always approach Bettman before interviewing him.His/their point was that Quenneville applying to come back on his own wouldn't be enough for Bettman to move. It would take an owner putting weight behind it to start the process. It was specifically noted that there were no expectations of outcome, just that this is what would be required for it to be considered.

The framing of the story changing from Quenneville applied and was reinstated is very different from the Flyers want the league to reinstate him so they can hire him. Now the team is the story.
I've been of the opinion that they were waiting for him to shake free, but I don't think Scott would be willing to go this far.

Was he too small for that era to make the jump into the NHL? His numbers at Maine are sick and he went undraftedI saw him play quite a few games for the Phantoms in the late 90's. He and Peter White were beasts at that level. They won the Calder Cup in 98 together.
Look at the RedSox and Roush-Fenway(Now Roush-Fenway-Kesolowski) Racing and it gets a big MEH...That's Liverpool ownership. After some initial hiccups in learning the league, they have not put a foot wrong. Winning in the margins constantly. Attention to every detail. They are EVERYTHING the Flyers are not.
