Peters had an underage season under his belt with Peterborough but I believe the system of protected midgets (Peters was from Peterborough) had come to an end and he had to go into the draft.
Each team in the early 70s could protect up to eight locals. It’s one prime reason why Toronto was a perennial power at the time.
Wayne was 5’11, 155. At practices in Sept ‘77, looked 145.

Was it a straight-up miscalculation in projecting Wayne’s future, or, some concern he wouldn’t be around the then OHA for long?
The WHA was inviting 18-year-olds to sign contracts. Several did.
John Tonelli, for example, put up 49-86-135 for Toronto in 1974-75. He never played a game in the playoffs that year as he intended to go pro. There was a massive legal snarl involving Houston Aeros, the WHA, the OHA and the Marlies.
Tonelli sat out while the legalities of his turning 18, wanting to sign with Houston, but contractually obligated to Toronto, was sorted out.
Toronto went on to win the Memorial Cup without him. Tonelli went on to win Stanley Cups later with the Islanders.
Anyway, with the junior-pro relationship structure suffering huge cracks, it’s possible both Oshawa and Niagara saw a risk and passed.
The Sault took a risk as well. It took a concerted effort by Hounds’ management doing some serious red carpeting and salesmanship to get Wayne up here.
Thankfully, it all worked out and we got one beautiful/incredible season of Gretzky.
