Why does Puljujarvi sign an extension when he is about to become an unqualified UFA?

Two reasons.

Reason number one. Jesse has been available for months for next to nothing and no other team has been interested in trading for him. Puljujarvi understands that no one is interested in signing him to his qualifying offer.

Reason number two. Puljujarvi would prefer to stay in the NHL than to go back to Europe and he understands that his best chance to stay in the NHL is with the Oilers.

- Have to think a cheap Puljujarvi extension helps his trade value. But worse case scenario of Oil retaining a cheap plus sized bottom six player isn't all that bad imo.

- Looking in on Kane who's doors are closing makes sense. Oil right wing is a graveyard though defense is the prime directive need (on a team with several to get to elite status).

- History making retention deal with complexity takes time and due diligence. Makes sense it is quiet with only one team actively pitching. San Jose have to determine what their absolute cutoff is with retention and whether there could be a better market this summer (doubt it).

It's exactly what the Bruins did with Debrusk. The significant differences are that Debrusk is a far better offensive player and he signed for more, but for term that initially was intended to improve his trade value.

Of course he ended up rescinding his trade request when they fired the coach and things ended up getting better for him.

When you look at the free agents in recent years, this group of fringe top six players is getting severely devalued. Teams are walking away from them and that $2m, $3m, $4m threshold is just too rich for teams that can't trust the long-term fit. GMs are getting smarter. Some of them can see through garbage time production.

I've said previously that it would be in Jesse's best interest to sign a one or two year deal at $1m or less and show the league that he's a reliable NHL forward. It'd just be really surprising to see him do it in Edmonton. There might be a lot going on behind the scenes that we're not privy to.

Pretty sure he is RFA after this season. It's cost certainty for a team willing to swing on a reclamation project of top 4 pedigree. Who knows if Puljujarvi & agent aren't engaged in discussion about plan and any prospective future landing spot(s)?
He'll be a UFA because there's no chance anyone is qualifying him at 3 million after the season he's had.

Oilers won’t be qualifying him so most likely becomes a UFA

I do get the feeling that JP actually likes the city, fans etc. His agent seems like a manipulative moron but that’s not uncommon to the trade. Likely has a decent relationship with Holland since he got him back over here despite issues with previous management.

JP is maybe less enamoured with some aspects of the team (rumours) but it’s possible that the lack of interest shown by other teams and his lack of consistency has made him re-evaluate “grabbing the bag” (and finding it empty…). I wouldn’t be shocked if he re-signs for less like DeBrusk did and potentially stays with the team if things work out. And if not, he has a palatable contract for a trade.

Can the Oilers retain on this year only if he’s signed to an extension?

By the CBA he's RFA until he's not qualified. As @belair noted this strategy has been used before with Debrusk to facilitate a trade which ultimately wasn't required.

High pedigree 1st round picks always get second chances. It will be the same for Puljujarvi but no-one wants to bite on a $3 million qualifying offer. Reset it in the $1-2 million range makes this an attractive risk reward situation.

Did we see anything about ROR going to Toronto?
There was very little hint at Horvat to NYI.

Maybe it's time to admit that most insiders know very little, and sadly we just have to wait until the 3rd and find out what actually happens. I miss when Bobby Mac was more active.
