The owners could have easily fixed the issue by adding another compliance buyout or two, like they did after the last lockout. But the cheapskate owners of the league refused to have ANY money outside of the cap system.What you're describing is something of a soft cap which is why you've seen many people on here advocate for that.
They COULD feasibly do it
I mean, if there was any justification for compliance buyouts, I'd think the pandemic is a pretty good one. No one could have predicted how that would mess up the natural escalation of the salary cap that front offices plan for when they sign player contracts.
We signed the Panarin, Trouba, and Kreider deals leading right up to the pandemic, and subsequent flat cap. We probably save $2.5-3.5M total on those 3 contracts if they're signed a year later.
