Suddenly you keep doing that and it's not "oh we just overpaid by 1M it doesn't matter" and you've wasted, 3,4, 5 million. Now, I argued for near no limit on Panarin ("What's another 500k just run a 22 man roster etc.) but that is a different quality of player and I'd argue he is still underpaid based on his production as the salary cap forces the top players to get salaries less than they are worth.
