I think John Davidson did an excellent job stating why calling the game was the right decision.
Of course you have concern for Peverley and his safety. That's above all the top priority. Once he was on his way to the hospital, you move onto the second concern.
The second concern was the well-being of the players. Watching that unfold is obviously traumatic. Reports are that the players were ready to continue the game if needed, but obviously it would be impossible to be in the correct frame of mind.
The third concern, then, is logistics. They would have to reschedule their flights, their buses, their hotels (Stars), and their meals because the game was only 7 minutes into the first period. That's like starting a game at 9:30 instead of 8:00. That completely messes up their scheduling since both teams have a game tomorrow night. It is almost impossible to reschedule all of those things last minute.
So the decision was made by the league to call the game.
Also, as was wisely stated earlier today, this is about the "least critical" game the Jackets would have the rest of the season. If one has to be called, it's best that it's this one. Hopefully the team is rested and ready to battle Detroit tomorrow night. Same goes for Dallas, hoping everyone involved is recovering from this horrific experience.
