If the Flyers are hoping to sign Vecchione, signing PEB after the season would have been smarter.

Absolutely.
He is pure garbage at Center. Can't handle the defensive responsibilities and isn't good on draws. He's a decent 4th line winger. Why can't the people running the team see that?

Hextall's signings have all been questionable. Not catastrophic like Holmgren's but he continues to hurt himself with poor extensions and FA signings. Have any looked good??

He got a raise because it's obvious he'll be better next year. Neuvirth is not as good as last year and not as bad as this year, he's somewhere in between and the contract reflects that.
Plus they needed someone to expose and he's the obvious choice instead of trying to find someone in FA that you're both comfortable with exposing but also fine with seeing on the roster next season.

Yeah Neuvirth is fine by me, they are in a transitional phase in terms of the goaltending and need to let one of the young guys emerge. Neuvirth's track record is good enough to suggest this year is the outlier.
The PEB signing is pretty indefensible, though.

Zatkoff should have been claimed instead for ED purposes. Neuvirth likely bounces back but he is too injury pone for the contract. Their starter next year is the bigger question mark anyway.

Zatkoff may not be good enough to be an NHL backup anymore if he couldn't produce on the 16-17 Kings.
