I've always felt he's a mid to lower end #1. I also think that for the last 5-7 games or so he's playing with some sort of injury.

In a secondary role he could for sure. Be a Bouwmeester to a Petro.
As the leader, captain and #1 D of the Toronto Maple Leafs I can't see him taking us to the finals.
Perhaps the weight of being the captain is too much for Phaneuf. This would be a diplomatic way for him to relinquish the C. I don't have a problem with him as a player. I would prefer if he wasn't the "leader".Phaneuf is fine as a number 1 D. He isn't elite, but he isn't the problem.
We need to build around him, and that starts with being patient with Gardiner and Rielly, and getting rid of Franson.
Dion played well before the Olympic break, was +20 going into it and was having his best season as a Leaf.
Not sure what has happened since coming back from break, he may be banged up, if he is he shouldn't be playing because he is not playing well.
Other than that, there is no excuse for not addressing the media today. No Captain I recalled for this team declined to stand up and answer the tough questions. No excuse for this.
It appeaers it is a brain injury. The guy couldn't figure out how to dump the puck for 5 seconds. He is slower than I thought.
