In Hextall's 2 years with the Penguins, the Penguins have brought in Carter, Rakell, Heinen, Boyle, McGinn and Friedman while losing Tanev, Ceci, ZAR, Jankowski, Sceviour and McCann. Those are small but positive changes overall, it's a lot of Hextall taking out the trash and swapping comparable players to save money.
In JR's last 2 years, the Penguins traded Hagelin, Sprong, Grant, Oleksiak, Sheahan, Brassard, Pearson (who they acquired for Hagelin months before), Maatta, Kessel, Gudbranson (who they acquired for Pearson months before), Galchenyuk (who they acquired for Kessel months before), Kahun (who they acquired for Maatta months before), Bjugstad, Hornqvist and Murray. And that's not even including UFAs that the Penguins let walk or brought in. I don't think it's a coincidence that a team that was allowed to gel and not be under constant roster turnover performed better than JR's monstrosities he threw together in 2019 and 2020.
It's "JR's team" in the sense that there hasn't been a ton of roster turnover since he left, but this team really isn't "JR's team" in practice because half the roster would be different if it was still acting like "JR's team".
