There's a limit to the amount of "regular" recalls you can make after the trade deadline and before your AHL team's season ends (4).
You are right about the emergency recall rules, but the rules also state that once the emergency situation has ceased the player must be returned or converted to a regular recall.
So I think the simplest explanation is that someone is banged up and was questionable this morning, if 12 forwards weren't ready to play JAD could have been inserted and they'd have saved one of their 4 "regular" call ups. Since the forwards all look ready to go the emergency is over and JAD has been sent down (at least on paper). Possible he travels with the team to Winnipeg. He is a Calgary native, so maybe he'll get to see his moms and the trip isn't a complete waste of time for him.
Now I'm not sure if the players we sent down and called up on the trade deadline for AHL playoff eligibility count as one of the 4 call ups.....so I don't know how many we actually have.
