I think the world does the best it can at these things. As with any new disease/illness you learn as you go along.
Unfortunately, those organizations that should be pillars of objective science have too often become politicized. The CDC is an example here in the US, but, frankly, the FDA has really had a hard time keeping up as well.
The WHO has been marred by influence from member states throughout and lost a lot of credibility. The idea, for example, that giving booster shots here in the US will diminish supply ot impoverished nations is fairly ludicrous given that there are 4 proven vaccines and the production thereof is ramped up to the "nth" degree.
Stopping the virus's spread anywhere should always be a desirable outcome, but let's shit on the good old USA because, well, it's convenient.
