Nobody would have complained about that because it's standard practice to sign a Cutter grade prospect to their ELC at the end of their first college season.It is only up to our speculation as we don't know the exact conversations, but I'd pin it on the GM (Chuck) for being responsible for promises of a contract, not one of the GM's assistant. It's not a promise broken if it's Chuck who made the promise and Danny who didn't.
Not that I blame Gauthier for being pissed. But I also don't blame Briere for doing what he deemed to be the best instead of adhering to his horrible predecessor's promises.
The alternative complaint here is "Briere rushed into giving Cutter an ELC just because Chuck promised so! And now we have cap overages! Nothing has changed!"

The organization made him a promise. The organization is still the same even if one boss has been replaced, why would he trust an organization that just lied to his face? Why would he trust a GM that pulled back on a promise that had been made to him by the organization.

It’s an ownership issue. When there is so much incompetence, it’s takes mandated changes from the top.
Comcast is on its second CEO of the team, one that doubled down on giving control to the country club that created the mess.
As much bad PR for Comcast as possible is the key here. This team isn’t doing shit without massive changes, and Comcast is far too scared to ever rock the alumni boat.
