I'd be very surprised to read the Canadiens confirming they told him to go to Czech Republic.

That contract with Sparta Praha is to this time only a rumor. Nothing signed yet.
There is still possibility, he could go to another team (Slovan Bratislava) or league (return to QMJHL?).
you are right. His contract with Sparta still exists but was interrupted when he left to QMJHL. nothing set in stone yet.

From my experience, it´s a pity. Maybe he locked the door to NHL forever. It´s not like many players leave Canada to come back after developing in Euro league. We will see him soon in KHL.
Why? i think, its not so bad. He has overgrow junior league like QMJHL. And he cant play in AHL. So, he had to look for another opportunity to play senior hockey. Czech league is good for him. In KHL he would be pushed to play strong defensive game, no in Sparta. There he can polish his offensive game.

But he would have to agree to sign and they would have to pay him (great deal for him: get paid twice; poor deal for the Habs: pay for a guy to play outside of your organzation and have no control over him). Keep in mind, drafted in 2013, they hold his rights for another year until June 1st, 2015. So that delays the decision a bit.
I see on the Habs board some speculation that this was done under advisement of the NHL team (to see the player against stronger competition before they commit a contract to him). Not sure if that's true, but might help ease some minds of concerned Montreal fans if it is the case.
This is different from an RFA going to Europe, where the NHL team only needs to provide an annual qualifying offer (regardless of whether it is accepted or not) to keep the rights until the player is old enough to qualify as a UFA.

Would he be top 10 among forwards born 95 and younger? I mean he was top 10 in pts/game so I'd think he's among the best of his age group in the league.

He was one of the good players. Maybe this year would have been the season he dominates but he didn't last season.
People just look at his stats, which are good but not that extraordinary, and say FUUUUUUUUU WHAT A DOMINANT PLAYER! HE'S WAY TOO GOOD FOR THE LEAGUE!
For people who actually saw him play in the QMJHL, a 19yo season wouldn't have been a waste.
Guess the question is, what would help his development more; elevating his game another level in Q (outside just point production) or playing against more pro-hockey type players and adapting his game to it. I have a feeling he's having issues with the coach because he's producing points and doesn't see he's playing poorly in other areas because he's had that success.
It was reported he wanted to make more money. I think it´s the best reason I've read so far.
Gatineau was ready to trade him if he wanted so the coaching excuse isn't valid.
