probably. Also according to this Quarantine or isolation – Travel restrictions in Canada – Travel.gc.ca Canadian Citizens can return to the country with symptoms or even testing positive. Just can’t go by air and they must quarantine upon arrival. How is this any different than the Maple Leafs (the team I follow) flying our guys who tested positive on the road home? So they can spend quarantine in Toronto. Maybe he just felt more comfortable quarantining in Vancouver. This is not a breach. Just a reach by San Jose.
