Atlanta due to the breakup of the Spirit Group didn't have a viable owner or arena. So, while there set-up was good, it became a mess since Spirit Group didn't want them in the arena, and there was no local buyer with plans to build a viable competiting arena. Hence why they essentially got a shotgun marriage to Winnipeg quite quickly.

Most NCAA visiting locker rooms are the equivalent to the Kraft Hockeyville arenas.It's a little unclear, but the issue might be space. The vising locker room at an NCAA arena is probably not anywhere near functional for an NHL team and the entourage they bring. Even down to things like the massive amount of equipment they carry, which needs to be stored securely and accessibly.
I think back on some of the locker rooms I've seen in college sports, and there's no physical way you could run an NHL team out of them. It looks like this is a band-aid solution to give them an open space to use until the NHL-caliber rooms are ready.
