I would say that it should start when they are starting to appear on published junior draft lists from respectable publications. Although, I fully agree that kids are getting promoted at way too young and age here.

As to your last point. In some cases, I wouldn't be shocked if its the family themselves doing the promotion. That has happened in OHL draft threads for years. Crazy hockey parents extend way past the rink.

we have threads like this before and kids flammed out or something.. I believe that we should not have threads regarding anyone under 15 years of age--

Some kids make it and some do not. That is the way it works in Hockey. We like having these threads because we can watch their progression into becoming better players.

Anyways.....
2018-2019 season so far:

9 games for MNBEL Great Plain, Bantam league
5 goals, 15 assists, 20 points (2.22 ppg) - still leads the entire league in ppg

6 games for Rochester Mayo High, USHS-MN league
9 goals, 14 assists, 23 points (3.83 ppg) - leads the league in ppg
 
He leads Class AA (big schools) in points and points per game as a freshman. Even with a weak schedule that is impressive.

He will likely have schools talking to him, and potentially make a commitment this season. He will continue to put up a lot of points this year and next. We can begin to talk about what his impact in college and potential draft slot could be when he's in 11th grade. If he's still dominant he'll get an invite to the NTDP that year, or maybe go USHL.

Until then, who knows where his development will go.

Does he qualify to any of the CHL (OHL,WHL,QMJHL) drafts next year?.

He’d be in the WHL draft this season, I’m not sure he gets drafted as guys from Minnesota don’t generally steer from the NCAA path and a lot of times WHL teams will just pass on them altogether due to this.
 
I view him on a pretty similar level to the other elite ninth grade forwards in the state.

Nick Pierre (committed to Wisconsin)
Trey Fechko
Justin Janicke (committed to Notre Dame)

They all play for very good AA programs and play tough schedules and are around 10-14 points so far this year. What Fleming is doing is impressive, but I'm not even convinced he's the best ninth grader in the state, so it might be a bit premature to discuss him on this board.

He can just go in the 2022 thread with Pierre and Fechko. Janicke is 2021 draft.
 
He'll get popped in the WHL draft, I think. He's way too good for a team not to throw a flier out on.
