I would expect Tampa would be more likely to match a 6-7 year offer sheet for four 1st round picks then they would say a 4-5 year offer sheet at $8-$9m/year.

Columbus doesn't have the cap space, To offer sheet Kucherov $6.5 million or so. So i doubt it's the Blue Jackets.
Kucherov is 23 years old, and I believe he becomes an UFA at age 27. I don't see him signing a four year deal. There isn't enough job security for him, in case he suffers a concussion. Every young player wants longer deals for that reason.
I think they've learned from the Russian experiment. There's a reason they traded 9th overall a few years back to get Schneider instead of drafting Nichushkin.
If Kucherov is available, Oilers offer Jesse Puljujarvi + mark Fayne.

If you don't have your own pick that would be required for an offer sheet you can still offer sheet as long as you have that pick the following year. There was a link to a ruling about offer sheet compensation sliding to the following year in an attempt to make offer sheets more usable in one of the threads about Lindholm/Risto/Jones over the summer. So if Jersey really did want to make an offer they could with their current picks iirc.
