because in the past teams used to just play for the tie once they got near the end of the third period and into OT. They'd rather bank the 1 point than risk losing it going for 2 points, so a tie game near the end of the third was unwatchable and so was the OT

Assuring a team of a point was an attempt to relieve that and get teams to play for the 2 points and keep it exciting. Arguable if it has succeeded.

I would do a tie after the 3-on-3. I don't find the shootout entertaining. I know it's not "what's best" for the game, just personal preference.
