Based on CapFriendly, I am pretty sure we are the only team using LTIR players to stay above the cap floor. That should end for us next season.

I agree, but GMs need to win now or they lose their jobs. They aren't worried about 3-5 years later.

Of course not. We got no lottery protection and no ability to kick the can down the road four years. No considerations of any kind. We had to give up the 49th overall pick immediately and the 11th overall pick the next year.

Ottawa will ultimately be sanctioned less than half the value and it will be years down the road.
