The refs even huddled up after to determine if it was going to be a penalty at all. Going forward , all headshot should be an automatic 4.

Sad thing is that it was a repeat from the last game. Rempe got a major for a less questionable hit in that game and the Devils couldn't do anything on the PP. After starting the season on the fire, the Devils PP has been awful. Definitely missing Dougie Hamilton right about now as teams seemingly figured out to pressure the Hughes brothers and they'll be a bit lackadaisical with the puck a la Kovalchuk. Team kept trotting out the same five guys and expecting it to get better. Now without Toffoli, it's five lefty shots which has its own inherent issues.
