Last 32 thoughts podcast explained it well. It's to prevent teams from signing players solely for the playoffs essentially.
This one also almost completely screwed the Flames a few years back. They offer sheeted O'Reilly during the lockout year not realizing it applied to them and had Colorado not matched would've almost certainly lost him to Columbus(or whoever had first dibs) for nothing.

That one would be hilarious, except for Calgary
 
Jack Hughes is exploding. I hope we see a similar jump with Zegras next season.

I give it the caveat that they've been playing a tougher schedule than we have recently, but it amuses me that even after shipping the impact players that we did out of town at the deadline that the Ducks still look eons better than the Wings do.

I've never understood the love they've been given the last year or so. They've probably exceeded expectations but that's still a bad roster and no one ever seems to point it out. Yzerman's a great GM and this isn't even necessarily a huge failure of his but there's definitely a double standard when it comes to how his teams are viewed vs others IMO.

Just have everyone available (no cap for the overall roster) but require the players who are dressed for the game on any given night to fit under the cap. That should prevent most shenanigans.

The only thing I wonder is how you deal with guys acquired at the deadline but it does sound like it's trending in that direction.
 
That is really sad about Melnyk, same age as my dad. Month after his parents country was invaded and before he could see the Senators become contenders again.

He was starting to become a decent owner imo and has let the GMs and scouting staff run the team and even when he was cheap at least he wasn't having his GM overpaying players like the other Canadian teams (Canucks, Leafs, Oilers etc). It seems like they'll open the wallet for the right players and not throw it away on a depth players or borderline stars.
