This doesn't make much sense. The article literally cites Putin's statement about Russian players staying in Russia.

The article cites agent Shumi Babayev trying to apply pressure on the Ak Bars team to force a trade (which is an important context here), he makes an indirect reference to Putin though. Putin indeed made a statement in October, but it was literally about being more strict towards agents, who try to lure the hockey players to NA even from school.
It might seem to not make too much sense, however if we consider the mentioned context it perfectly fits - gives the Ak Bars team a media image of the bad guys (and it sounds like they are willing to make the required trade today, so agent's goal is achieved).

Yeah he plays a lot on the powerplay, which explains a lot of the points, and has played well overall. I think his draft knock was skating, but he was drafted after the year the OHL didn't play so it might have been a misread by scouts. Left side is a bit crowded now so I think they'll give him time.

Apparently Sam Savoie has been traded to another QMJHL team, so maybe a sign he's close to returning from that nasty injury?

I don't think so either, but it's peculiar that he was traded. Maybe a team thinks he'll be good for the post-season. Maybe they're thinking about next year and getting him cheap. Don't really know, just interesting.

Savoie's team (Gatineau) is the worst team in the league.
Meanwhile the team that acquired him (Rouyn-Noranda) is among the best.
Seems like like they're just getting ahead of the big deadline panic. They don't need Savoie now. But they're probably expecting to have him ready for the playoffs.
What was the return like? If it was significant I’d expect there’s a good chance Savoie plays at some point

If he plays, perhaps. But that’s enough to let us believe that they are very confident he will be back for the playoffs.

SCL Tigers were down two imports on Tuesday for their rivalry game vs Bern so Felcman was called up for his 4th NL game of the season. Got just 9min of icetime as the teams 4C but he did win 4 of 7 faceoffs and scored his first NL point. Had a primary assist on the first goal of the game and was +1 in a 4-5 shootout loss. The non selection for the WJC might cost him a medal but I feel like it may have helped his hockey. Been playing really well recently.

Not in Bellinzona's lineup today and listed as still with the Tigers. Hopefully this means he's gonna get more NL games in. We'll find out tomorrow when the Tigers play again.
