Since this seems to be misunderstood, you do not have to be under the cap with Ellis if he's starting the year on the IR.
If you get under the cap and then IR Ellis, you get his full cap hit in accruing LTIR dollars. If you don't get under, your accruing dollars are only the amount by which you exceeded the cap with the IRed player.
So if Ellis is indeed going on the IR and they can't get under while counting him, they would likely want to spend every dollar they can up toward the cap.
