The team with that finishes 17th overall drafts 1st. Period. Make some incentive for teams to never tank again. 18th drafts 2nd, etc. You shouldn't be rewarded for sucking out loud.

All that does is ensure bad teams stay bad. And yes , I know, Edmonton, but that’s Chiarelli being Chiarelli. The NHL likes parity.
Big market teams already have a big advantage due to money and free agency destinations, no need to make it even bigger.
The instances of true tanking aren’t frequent enough to make a change like that IMO.

I still like the idea of the loser tournament, where the teams play for seeds.
