According to the league, free agents can start speaking to other teams beginning at 12:01 am ET tonight (Tuesday night/Wed morning).
At ESPN NY, Katie Strang notes that the Rangers did not send qualifying offers to Jyri Niemi or Nick Palmieri, which makes them free agents and opens up two spots on the Rangers 50 contract/reserve list.
The 50 contract list is comprised of players who are under contract and on the Rangers NHL roster, players under contract who aren’t on the NHL roster and players who are going to be restricted free agents.
The total number of spots taken up on the Rangers 50 contract list is 48, but that includes players who were under contract last season and are currently RFAs.
The total number of players under contract is 39 and after signing Derek Stepan, Ryan McDonagh, Mats Zuccarello, Carl Hagelin and Justin Falk the number will jump to 44.
Niemi, Palmieri and Michael Sauer will all be removed and the only remaining player whose future is currently unknown is Brandon Mashinter.

I wonder if the Rangers stay mostly put this year on the FA front (and likely would next year too aside from Richards HOPEFULLY being gone), who they might look to target down the road.
2014 UFA class is pretty bad, Kessel is the only one semi-interesting.
2015 could be interesting though, with Kane/Toews/Krejci/Ryan.
Just throwing it out there, but I see TBL a good spot for Seguin. They have a ton of prospects to offer in return for him. Connolly + Barberio/Koekoek + 1rst round for Seguin.

Been told by a 2nd NHL Source that they think Vinny is going to Dallas Stars. Spoke to Stars and they still haven't heard anything.
Dallas shaping up a nice forward group heading into next season.
