I know Seattle can select pending UFA's if they are left exposed (could be risky as they could become full UFA's at Free Agency).

However, NYR would be giving up ADA's rights if they buy him out. He will no longer be affiliated with NYR. This means he can sign with anyone at anytime and doesnt have to wait until the official NHL free agency.

As NYR would not be holding his rights anymore, he would not be counted as a Seattle pick at the E.D if they did indeed sign him so NYR would still lose someone.

Perfect Example:

The Wild just bought out Suter & Parise. Seattle (or anyone) can sign them right now if they wish but as the Wild dont own their rights anymore, the Wild will still need to submit a protection/exposed list as they will still lose a player during the E.D.
correct

Some info from Uncle Larry but Im sure we already knew some of this.

Why Rangers aren't rushing Tony DeAngelo buyout

DeAngelo and Anthony Bitetto are the only Blueshirt defensemen to meet the exposure requirement.
Though the likelihood of a trade involving Bitetto before the protected list is due would seem slim indeed, Drury does maintain the option to do so by keeping DeAngelo on the roster

That makes sense, keep him on the slim to none chance either Seattle takes him or the slim chance that something comes up around Bitetto, where ADA still meets the exposure requirement.

Exactly. The cap hit to the Rangers for buying him out is the same whether they do so the minute they can or they wait til the last minute. No need to rush.

I think there's a better chance of them signing him as a UFA and him then counting as our pick, than them selecting him at full cap value. But I think there's very little chance they take him in any case, so it's probably moot.

On which team? It won't be the Rangers.

I don’t think Seattle takes him, but why not let him be one of our exposed players?

You are misinterpreting. ...If they buy-out DeAngelo first, they no longer own his rights...

I know Seattle can select pending UFA's if they are left exposed (could be risky as they could become full UFA's at Free Agency).

guys -
below is another data point that contradicts the expectations that
- a buyout recipient becomes immediately a UFA and
- buyout team has no rights or claim immediately

Wild's buy-outs must be recorded prior to ED, or Wild would have to protect those guys - which they will not.

Russo is a long-time and respected NHL beat writer

Wild buying out Zach Parise and Ryan Suter: Sources
"...Wild general manager Bill Guerin called both Parise and Suter to inform each of them that the team is buying out the remaining four years of each of their contracts.
Both players will become free agents on July 28.
..."

This implies that buy-out recipients become pending UFA's - just like Brendan Smith ...

i am not pretending to have clarity in any direction,
this is obviously a corner case, involving lesser-know guidelines.
Perhaps off-season buy-outs have different timelines than in-season,
ie such that guys only become UFA when FA season begins, with all the more typical pending UFA's ...

1- As someone very involved in the manhattan social scene, tony was one of the few young rangers who didnt like going out and party. His teammates would always joke around and say that Tony needed to take hockey a little less serious and come out and party more.
2- Outside of 2 guys in particular, he was universally respected by his teammates and was frankly the leader of the young guys
3- too many here are clueless and emotional trainwrecks about his political views. Get over yourselves, youre never gonna agree with everyone on everything. If you guys had even a CLUE about what the majority of nhl players did his age youd probably want to shut down the league.
4- he’s signing a 1 year deal in Canada for roughly $2.5 mill and will kill it

Let’s say this is all true. Why did the team overlook all this to get rid of him?

The emotional train wreck was him. He’s a great lesson for everyone though. Go to work and do your job. Your coworkers care about your hobbies as long as they don’t create more work for everyone else.

it don’t matter how talented you are. The minute coworkers gotta carry your baggage, you’re expendable.
