I admit I don't know the ins and outs of accrued space but this seems like small potatoes compared to teams shelving a high cap player on LTIR and activating them when the cap goes away. It's not like there are big ticket players they could add after the deadline or during the playoffs. I'm not sure how this all applies to my suggestion tbhTeams under the salary cap accrue cap space as the season progresses.
Simple example: a team $2m under the cap for the first half of the season can later run an active roster $2m over the salary cap for the second half of the season.
This accrued cap space is pro-rated further as the season progress. A team $2m under the cap until the trade deadline can run an active roster approximately $9m (4.5x banked cap space) over the cap after the trade deadline.
Vegas did miss the playoffs when they tried the LTIR “shuffle” a couple years ago. When they started to slide, they brought the players back but it was too late. Did it again last year. Vegas is going to be the team that closes this loop hole. It's just so incredibly blatant and over the top at this point. Vegas is about as good for the sport as Arizona is at this point.

Player is eligible for LTIR, team needs to designate him to create cap space for a call-up to fill out the playing roster.Simple if you cannot come off LTIR 2 weeks before end of the season, you are ineligible for the playoffs
