Because 1) North Miami and Miami Gardens are kind of shitholes; 2) the Dolphins have been crap for a while and UM is a far cry from what they once were; 3) there's countless other entertainment options in Miami; and 4) South Florida is a highly cosmopolitan area with millions of folks coming from areas where American football is not well-known (and/or from areas like NY where loyalties are from birth and not easily, or at all, malleable) and it takes time, effort and success to build loyalty for a team in a relatively foreign sport in a highly diverse environment.

I'm telling you, you need to suspend what you know about American cities and sports followings before you spend significant time in Miami. It ain't nothing like anywhere else in the US and the same rules don't apply.

It's not excuses, per se. I grew up in an area that wasn't that diverse, had shitty weather and sports were an inseparable part of the city's culture, to the point where the identity of the city was tied to the sports teams in some way. Miami is simply not like that, people have lives on a mass scale that are independent from American pro and college sports.
