He probably provided a short list that had playoff calibre teams in no income tax states… so Vegas, Dallas, Florida, Nashville and from there they decided with him which was the best option for both parties.This would also answer the question of why such poor return. McDonagh did at least end up on a team that figures to finish within the top half of the league more often than not instead of a team in serious contention for waiver wire claims. I can't imagine any team was taking on that contract without sending some kind of cap back though.
