These trades always confuse me. Was ROR traded to Minnesota on paper and then they retained, or can you just straight up retain other teams player's salary?

No, the picks are meaningless for a team that is trying to win now. Matthews and Nylander (after next season ) and Marner and Tavares (after the following season) are UFAs. The chances of these picks contributing while these guys are under contract are slim. The Leafs want to win while these guys are under contract, and those picks are meaningless in that regard.I agree but a slight change: the picks are meaningless to Toronto as long as they win.
This really seems like a deal where the value paid doesn't matter, all that matters is whether they win.

It's an overpayment by Toronto, but all they care about is whether they win. This deal is a success if they win because of it. If they can't go deep in the playoffs, it's going to look terrible.
