To repeat myself, one was the shot caller and the ultimate authority without whose blessing nothing could be done. The other is a front for real shot callers.None of these populist madmen come to power if there isn't an undercurrent that lifts them to that position. Putin is no different than Hitler (or a certain former American president) in that regard. There is a wealthy elite behind both that benefited from their actions.
